CAPES (Coordenação de Aperfeiçoamento de Pessoal de Nível Superior — Coordination for the Improvement of Higher Education Personnel) is the Brazilian Ministry of Education agency responsible for evaluating graduate programs nationwide. Its journal classification replaces the former Qualis system. The classification shown on this platform follows the methodology described in the Evaluation Sheet for Public and Business Administration, Accounting and Tourism (2025–2028 cycle), released by CAPES on 05/23/2025.
Articles are evaluated using the level 3 methodology, with classification following Chart 1.

In the ABS list, the stratification is: ABS1, ABS2, ABS3, ABS4, ABS4*.
In the ABDC list, the stratification is: C, B, A, A*.
The classification is based on the lists of the Chartered Association of Business Schools (ABS) and the Australian Business Deans Council (ABDC), as well as the indexing databases JCR (Clarivate), SJR (Scopus), the SPELL impact factor and SciELO. The best position of the journal across the lists/databases is considered. For example, a journal is rated MB (Very Good) if it is classified as A or A* in the ABDC list, has an ABS rating of 2 or higher, or is in Q1 of Scopus or Web of Science. It is rated B (Good) if it is classified as B in the ABDC list, has an ABS rating of 1, is in Q2 of Scopus or Web of Science, or is among the top 10% impact factors in SPELL. And so on.
For journals classified through SPELL, to be rated B they must, in addition to being in the top decile of SPELL, also be indexed in SciELO Brazil. Furthermore, a journal's presence in SciELO Brazil raises its rating by one level, capped at the B rating.
For calculating bibliographic output, the following point equivalences are used: MB=8, B=4, R=2, F=1.
Note: Intellectual output must be aligned with the concentration area and research line of the Graduate Program. Non-adherent output is disregarded by CAPES in its evaluation indicators.
